Between the 2012/2013 and 2014/2015 Alberta Health funding allocations, the budget for senior services and benefits fell by 32.8 per cent ($193 million). The entire Alberta Health Budget rose by $1.8 billion within the same time period.

Horne has told The Calgary Herald that some of these cuts are directed towards administrative savings.

“I’m not sure the problem with this situation is money at all. I think the problem is, we have a number of founded allegations that come out of every year and I want to be in a position as the Minister of Health in this province where I can tell Albertans those recommendations have been followed up on,” said Horne, after ordering an investigation into homecare abuse on March 7th, 2014.
